Despite the single terminology and definitions in the Waste Framework Directive, the actual waste recycling processes differ from country to country. For example, the recycling of plastic bottles in one country means the stage when the new plastic bottles are pressed on the production line. In other countries plastic bottles are considered recycled once they enter the gate of recycling/waste management site. Waste management operators report both cases under the same codes and operations, however, these differences produce distorted statistics and hence making policy making and regulation ineffective.
How can we/the EU solve the problem of discrepancies between the single terminology and the different practices?
